Zachary L. Nathanson joined Belkin · Burden · Goldman, LLP in 2022 and practices in the firm’s Administrative Law Department.

Mr. Nathanson has extensive experience ensuring compliance, drafting applications, and performing due diligence work related to real estate tax incentive programs, including Affordable New York, 421-a, the Industrial Commercial Abatement Program (ICAP), J-51, Article XI, 420-a and 420-c.  Mr. Nathanson also advises clients regarding burgeoning tax incentive programs.  As part of his work in real estate tax incentives, he has represented owners in compliance hearings with the Department of Small Business Services (DSBS), and applications with the Department of Finance (DOF) and the Department of Housing Preservation and Development (HPD).  Prior to joining the firm, Mr. Nathanson represented a significant number of the largest and highest-profile owners in the City on affordable and mixed-income housing, commercial and industrial buildings, and mixed-use developments in their applications for real property tax incentives.

Mr. Nathanson represents sellers, buyers and lenders in connection with rent regulatory due diligence issues and affordable housing issues.  As part of that work, he is involved in diverse proceedings before the New York State Division of Homes and Community Renewal (DHCR) and HPD.  He has represented property owners on issues involving allegations of decreased services, rent overcharges, non-compliance, allegations of harassment, and Tenant Protection Unit audits.

Additionally, Mr. Nathanson represents owners in proceedings before the NYS Division of Human Rights and the NYC Commission on Human Rights against complex allegations of harassment and discrimination.  He has also had experience preparing administrative real estate tax appeals and advising owners with the filing of Real Property Income and Expense statements with DOF.  Mr. Nathanson is a member of the Tax Certiorari and Condemnation Committee of the New York City Bar Association.
