About
David Shamshovich is a Partner at Belkin · Burden · Goldman, LLP, where he co-leads the firm’s Tax Exemptions and Zoning Incentives Group and serves as a member of the firm’s Transactional Department. With a focus on maximizing development potential, David navigates developers through New York City’s zoning incentives initiatives, including the Universal Affordability Preference (UAP), Voluntary Inclusionary Housing (VIH), and Mandatory Inclusionary Housing (MIH) programs. He has established a track record of assisting clients in securing approvals from the Department of Housing Preservation & Development (HPD), helping developers maintain momentum on their projects while effectively addressing regulatory requirements within anticipated timeframes.
David provides comprehensive counsel across the entire development lifecycle, from initial acquisition strategy through closing and beyond. His integrated approach addresses the interconnected challenges of NYC real estate development by combining specialized knowledge of housing incentives with broad transactional experience. Clients benefit from his expertise in acquiring their development site, structuring zoning lot mergers for development rights transfers, negotiating construction and permanent financing terms, and securing critical access agreements from adjacent property owners—all essential phases of the development process that require careful navigation to bring projects from concept to completion.
Before joining Belkin · Burden · Goldman, LLP, David was a Partner at a law firm where he played a key role in the firm’s Inclusionary Housing and Transactional practice groups. His professional background includes creating and hosting a podcast examining New York real estate development through conversations with industry leaders. David’s experience also encompasses service as a law clerk to the Honorable David G. Trager in the United States District Court for the Eastern District of New York, and positions as a litigation associate at previous firms. This litigation foundation provides him with valuable perspective when structuring transactions to minimize risk and maximize value for his clients.
