Frank D. Baquero is an Associate at Belkin · Burden · Goldman, LLP.
Mr. Baquero has extensive experience working with regulatory agencies, representing real estate developers in proceedings before the New York City Department of Housing Preservation and Development, the New York City Department of Finance, the New York City Department of Small Business Services, and the New York State Division of Housing and Community Renewal, among others. Mr. Baquero specializes in tax incentives and affordable housing programs, including 421-a, 485-x, 467-m, 420-c, and the Industrial and Commercial Abatement Program. He collaborates with real estate developers and construction team members, including project managers, architects, general contractors, and subcontractors, to navigate statutory requirements and ensure compliance.
Before joining the firm, Mr. Baquero worked at a boutique real estate law firm in New York City that focused on tax incentives and affordable housing. Prior to his legal career, he served as a police officer in South Florida. He has a passion for scuba diving and is an active PADI instructor, teaching classes for beginners, advanced divers, and instructor-level divers and leading groups of divers to exciting destinations around the world.
