The session will be led by Partners David Shamshovich and Jason Hershkowitz, Co-Heads of the new Tax Exemptions and Zoning Incentives Department, with support from Kara Rakowski, Co-Chair of the Administrative Law Group, and Ron Mandel, Partner in the Land Use and Zoning Group.

- Universal Affordability Preference (UAP): A program replacing the Voluntary Inclusionary Housing (VIH) zoning bonus in R6–R12 districts; requirements, integration with 485-x/467-m tax exemptions, and HPD’s zoning bonus application process.
- Mandatory Inclusionary Housing (MIH): Site compliance, recent zoning text amendment rule changes, interaction with tax benefit programs (485-x/467-m), and HPD’s filing requirements before permit issuance.
