On June 30, 2025, the New York City Rent Guidelines Board issued Order #57, which sets new guideline increases for rent stabilized leases, both initial and renewal leases, commencing between October 1, 2025 and September 30, 2026:
- 3% for a 1-year lease; and
- 4.5% for a 2-year lease.
There is no need for DHCR to promulgate a new renewal lease form since these increases cover the entirety of the renewal lease term, as did Order #56. Therefore, clients can continue to use DHCR Form RTP-8 (7/24).
The Special Guideline for Apartments moving from Rent Control to Rent Stabilization is 49% above the maximum base rent (MBR).
