The New York Department of City Planning (“DCP”) recently announced the start of the public review process for the Long Island City Rezoning Neighborhood Plan, otherwise known as the OneLIC Neighborhood Plan (“OneLIC”).
OneLIC’s boundaries, as proposed, stretch from the East River waterfront to Crescent Street and Queens Plaza North to 47th Avenue, with one segment reaching up to 39th Avenue between 21st Street to 23rd Street.
According to the DCP, the plan would help create more than 14,000 new homes, including 4,000 income-restricted affordable homes, and add more than three and one-half million square feet of commercial space. It would also invest in parks, open spaces and support local partners.
As indicated in the map below, OneLIC includes commitments to high-density mixed residential, commercial, and light industrial uses; medium-density residential, commercial, and light manufacturing uses; and high- and medium-density manufacturing, commercial, and community facilities. It would additionally map Mandatory Inclusionary Housing, making its affordable housing initiative a key aspect of the application.

Certification of the application begins the seven-month Uniform Land Use Review Procedure (ULURP). Queens Community Boards 1 and 2 plan to hold a joint public hearing on the proposal on May 21st at LaGuardia Community College’s Mainstage Theater. The community boards must issue advisory recommendations within 60 days, followed by a recommendation from the Queens Borough President. The City Planning Commission will then hold its own hearing and vote, before the proposal goes to the City Council.
