Midtown South Mixed-Use Plan (MSMX) Approved by City Council Land Use Committee

On August 6, the New York City Council Subcommittee on Zoning and Franchises and Committee on Land Use voted to approve the Midtown South Mixed-Use Plan (MSMX), a transformative rezoning initiative covering a 42-block, 141-acre area in Midtown Manhattan. The area spans Manhattan Community Boards 4 and 5 and is roughly bound by 40th Street to the north, Fifth Avenue to the east, 23rd Street to the south, and Ninth Avenue to the west.

The MSMX Plan marks a major shift for a district previously restricted from new housing development. It represents New York City’s most ambitious residential rezoning effort in over two decades, aiming to deliver approximately 9,500 new homes, 2,800 of which would be permanently affordable under the Mandatory Inclusionary Housing (MIH) program. The City is also anticipating that the rezoning will authorize several office-to-residential conversions.

The City Council and City Hall additionally agreed to roughly $488 million in community investments funding, including for resumed work on the 34th Street busway, park and playground improvements, enhancements to local subway stations, funds for hospitals and emergency medical services, and Garment District worker protections.

We anticipate that the City Council will hold its final vote on the MSMX Plan by mid-August.
